Monday morning. Ads Manager. CTR at 3.4% (+22%). CPM down. Landing page views climbing. Dashboard looking pristine. Everything is green.
Then you open Shopify. ROAS has dropped 35% in three weeks. CAC is through the roof. The numbers in Ads Manager have never looked better, and yet the business is bleeding margin.
This is not a bug. This is the system working exactly as designed.
How can a system improve every measured metric while degrading the overall result?
The answer sits at the intersection of Goodhart's Law and algorithmic delivery. Meta's system is ruthlessly efficient at optimizing for whatever you tell it to optimize for. The problem is that what you asked for and what you actually need are rarely the same thing.
What everyone believes
Two convictions dominate media buying conversations. Both feel self-evident. Both fall apart under scrutiny.
“If CTR is up, the creative is good.”
The assumption feels logical: more clicks means more interest, which should mean more purchases. Every creative report starts with CTR. Every Slack message celebrating a winner leads with the click rate. But the relationship between clicking and buying is vanishingly small.
Research published through Martech sources suggests CTR explains only about 5% of ROI variance. In controlled A/B tests, the highest-CTR version correctly identified the best-converting variant roughly 8% of the time. Coin flips would be more reliable.
“Meta's algorithm understands my business goal.”
Jon Loomer put it bluntly: optimization is “literal.” If you ask for landing page views, the algorithm doesn't care what happens after the click. It will serve your ads to accidental clickers, compulsive scrollers, and low-quality placements like Audience Network. That's the cheapest way to hit your stated goal.
The algorithm isn't broken. It's doing exactly what you told it to do. It just interprets your request with machine literalism, not business intuition. The gap between “landing page view” and “qualified buyer who converts within 7 days” is enormous, and the delivery system makes no attempt to bridge it.

The real mechanics
The paradox operates at two levels simultaneously, each reinforcing the other in a feedback loop that most teams never identify.
Algorithm level
When the performance goal is link clicks or landing page views, the algorithm targets profiles most likely to click, not to buy. It exploits cheap placements and compulsive-click profiles to hit the KPI at the lowest cost. The CPM drops because the audience is cheaper. The CTR rises because these profiles click on everything. Both metrics improve while purchase intent plummets.
Human level
Media buyers use CTR to sort creatives. A “boring” product demo that converts at 4.2% gets paused in favor of a provocative hook that clicks at 5.8% but converts at 0.9%. The bias compounds week over week: high-CTR creatives get budget, low-CTR converters get killed, and the account's performance baseline silently erodes.
Charles Goodhart nailed this dynamic in 1975: “When a measure becomes a target, it ceases to be a good measure.” The original paper was about monetary policy, but the principle maps perfectly to paid media. CTR was a useful signal when nobody optimized for it directly. The moment it became a decision target (algorithmically through delivery optimization, and humanly through creative reporting) it decoupled from business outcomes.
The campaign optimizes for the proxy while the actual goal drifts further out of reach. And because every proxy metric is improving, nobody sounds the alarm until the P&L does.
Important nuance. You don't “maximize CTR” directly in Meta. The paradox kicks in when the advertiser picks a performance goal too high in the funnel (link clicks, landing page views) AND uses CTR as their primary creative sorting criterion. Both effects compound: the algorithm finds cheap clickers, and the human kills the ads that would have converted them.
What the data suggests
We looked at creative performance patterns across our ad intelligence database to quantify the CTR-performance disconnect. The numbers below are modeled estimates, not raw platform metrics, but the patterns are consistent enough to warrant attention.

The pattern is consistent: curiosity-driven and shock-value hooks dominate CTR leaderboards but cluster in the low-ROAS zone. Product demos and authentic UGC sit in the opposite quadrant. Lower click rates, but substantially higher returns. The hooks that get shared in creative Slack channels are rarely the ones that fill the register.
The CTR / ROAS divergence by industry (estimates)
Industries sorted by estimated CTR, descending. The two lines diverge consistently: the higher the CTR, the lower the ROAS.
Fashion and lifestyle lead in click rates but trail in return on spend. B2B SaaS and finance sit at the other end: lower engagement metrics, higher business outcomes. The divergence isn't random. High-CTR industries tend to have more impulse browsing, lower purchase intent per session, and higher rates of curiosity-driven clicks. Industries where the audience is pre-qualified (actively searching, comparison shopping with budget authority) generate fewer clicks but convert far better.

Real-world cases
Theory is useful, but the paradox is most visible in the post-mortem. These two cases illustrate the same mechanism playing out in very different contexts.
The fashion e-com scaling a mirage
CTR at 4.2%, unbeatable CPC of €0.18. Team celebrates and triples the budget from €15K to €45K/week.
Optimizing for landing page views, not purchases. Algorithm found the cheapest clickers: Audience Network placements, Instagram Explore scrollers, people who click everything.
ROAS dropped from 3.8x to 1.1x in 3 weeks. Roughly €40K burned on traffic that browsed but never bought. Add-to-cart rate collapsed from 8% to 2.1%.
Monitor the add-to-cart / link click ratio from day 7. If it drops below 5%, switch to purchase optimization immediately. Accept the higher CPC.
The SaaS that thought it found the perfect creative
Provocative hook ("Your marketing stack is lying to you") hits 5.2% CTR. Team declares it the winner and allocates 70% of budget.
The hook attracts curious marketers, not decision-makers with budget. Lead qualification rate: 8% vs. the usual 35%.
Cost per SQL tripled from $340 to $1,020. Sales team overwhelmed with unqualified demos. Pipeline quality collapsed.
Measure cost per SQL, not cost per lead. Use filtering hooks ("If you manage $50K+/mo in ad spend") that repel the wrong audience.
How to fix it
The fix isn't complicated, but it requires abandoning reflexes that most media buyers have internalized for years. Four changes, applied together, break the cycle.
Realign your performance goal
Purchase > Add to Cart > Initiate Checkout > Landing Page View. Always optimize as low in the funnel as your volume allows. The rule of thumb: you need roughly 50 conversion events per week for the algorithm to optimize effectively.
If you can't hit 50 purchases/week, move up one step to Add to Cart. Not three steps to link clicks. Each step up the funnel increases the disconnect between what the algorithm optimizes and what your business actually needs.
Build a composite creative score
Stop ranking creatives by a single metric. A weighted composite accounts for the full picture: CTR (15%) + Conversion rate (35%) + ROAS (40%) + Lifespan (10%).
The weights reflect business impact. ROAS and conversion rate together make up 75% of the score because they directly measure business outcomes. CTR and lifespan serve as supporting signals, useful for tiebreaking but not for decision-making.
Watch for CTR↑ / CVR↓ divergence
This is the single strongest warning signal that the paradox is active. When click-through rate rises while conversion rate falls, the algorithm is finding a cheaper, lower-quality audience and your creatives are attracting attention without generating intent.
Two other red flags: CPM dropping while ROAS also drops (cheap, unqualified audience segments), and a collapsing add-to-cart/click ratio (ghost clickers who browse but never engage with the product).
Design hooks that filter, not bait
The best-performing hooks aren't the ones that maximize curiosity. They're the ones that repel the wrong audience while attracting buyers.
Mention the price in the first sentence. Show the product in use within the first second. For B2B, use industry-specific jargon (“If you manage 50+ SKUs across 3 warehouses”) instead of generic language. A filtering hook will always have a lower CTR. That's the point: every click it doesn't generate is a click you don't pay for from someone who was never going to buy.
What this changes
Value is shifting from execution to diagnosis. Knowing how to launch campaigns is a commodity. Every junior media buyer can set up a CBO campaign with dynamic creative testing. Knowing how to read divergence signals between metrics, spotting the moment CTR climbs while conversion quality erodes, understanding when a green dashboard is masking a red business. That's the real skill. The advertisers who develop this instinct first will be the ones who can scale without the register going empty.
The platforms won't fix this for you. Their incentive is spend, not your margin. Meta profits whether your ROAS is 4x or 0.4x. The correction has to come from the buyer's side: better goals, better scoring, better creative judgment. The paradox isn't a flaw in the system. It's a feature that rewards the people who understand how the system actually works.
